X has no built-in way to be notified when someone else follows a new account, so the only method is to snapshot an account's following list and compare it to the previous snapshot. X-Alpha does that for you: send the bot the handles you care about, and it re-checks each one about every 10 seconds, around the clock, messaging you on Telegram when any of them follow a new account — usually within ~5 seconds of the follow.
Not from X itself. X doesn't publish follow timestamps, and the Following tab isn't reliably in chronological order, so you can't read an exact follow time off a profile. A tracker that snapshots and diffs the list can tell you when it first saw the follow, which at a ~10 second check interval is close to the real thing.
When 2 or more of the accounts you track follow the same new account, you get a separate 🔥 hot alert. One person following someone new is noise; several accounts you already consider well-informed converging on the same new account inside a short window is the part worth waking up for.
